Case Study: HeyTutor in Florida Schools

Launched through legislation passed in 2024, HB 1361 created a new statewide initiative focused on boosting achievement in reading and math for K–5 public school students called the Florida Tutoring Advantage (FTA). The program is supported by state appropriations and administered by the University of Florida’s Lastinger Center, the program empowers districts and schools to launch or expand high-impact tutoring—whether in-person, virtual, or through approved digital tools

Formalizing Tutoring Across Florida

The New Worlds Tutoring Program establishes a formalized set of guidelines to which schools must adhere when implementing resources for student success:

  • Forms science-based reading guidelines
  • Ensures math tutoring follows state standards
  • Sets baseline standards for tutoring sessions
  • Provides access to evidence-based tutoring software during school hours
  • Grants funds for in-person tutoring
  • Mandates technical support and professional learning for reading and math

Math Outcomes

Out of all Florida schools who worked with HeyTutor in the 24-25 school year, there were significant results for students who recieved Math tutoring during the day and after school.

Key results include:

  • For programs during the day, students behind grade level dropped 63% to 29%.
  • For programs during the day, students at grade level increased 35% to 50%.
  • For after-school programs, students behind grade level dropped from 60% to 32%.
  • For after-school programs, students at grade level increased from 33% to 43%.

These Math results show all programs significantly reduced the percentage of students behind grade level and increased the number meeting grade-level expectations.

ELA Outcomes

Out of all Florida schools who worked with HeyTutor in the 24-25 school year, there were significant results for students who recieved ELA tutoring during the day and after school.

Key results include:

  • For programs during the day students behind grade level dropped 67% to 42%.
  • For programs during the day, students at grade level increased 32% to 48%.
  • For after-school programs, students behind grade level dropped from 61% to 35%.
  • For after-school programs, students at grade level increased from 30% to 38%.

These ELA results show all programs showed strong literacy growth, with fewer students behind grade level and more students reaching grade level by the end of the program.

Impact and Takeaways

These results show that HeyTutor’s program model delivers meaningful academic growth at scale. By combining skilled tutors, structured curriculum, and targeted instruction, Florida schools were able to:

  • Reduce the number of students significantly below grade level
  • Increase the proportion of students approaching or reaching grade-level standards
  • Drive consistent progress across both Math and ELA
